Not only does the Mhati have a bizarre range for the type of weapon it is, but it feels like its damage number is missing a 0 on the end. How does an anti-tank/ anti-materiel rifle deal only two points more damage than the basic BZN?

Why is a weapon of this literal caliber so metaphorically low-caliber?

well, maybe its for balancing purposes.
besides, the Lahti L-39 (which the Mhati-999 of PN2 is based of) irl is meant to be fired at rapid succession (since its semi automatic and holds 10-rounds in its magazine) at a tanks to disable them. and its only effective against light tanks and tankettes.

the Mauser T-Gewehr (the "Tankgewehr" from battlefield one) is A lot weaker than the Lahti-93 (or Mhati-999 in PN2).
the T-Gewehr is only single shot (must be reloaded per shot) and uses 13.2x92mm rounds,
while the Lahti/Mhati uses larger 20x138mm rounds and is semi automatic with 10 rounds in its magazine,
(the reason the Lahti/Mhati isnt on BF1 is because it hasnt been invented yet during world war one).

Shouldn't something designed to break things made of metal be pretty good at breaking bodies? I'd imagine if it can puncture light metal plating, it'll leave a hefty exit wound on a torso.

And I doubt it's for balancing purposes since with guns maxed out and ammo belt, you get 1 spare mag for a total of 20 shots on a weapon with comparable damage per shot to a modded SMG.
